Safe fixed-version profile

今回はClaude API、organization、workspace、SDK process、model、tool、filesystem test、外部systemを操作していない。既存CORE-03の6/6およびLangGraph/SQLite 15/15はCOMPILER_EXPERIMENTのまま保持し、Claude実測へ再分類しない。

Organization Overlay handoff

採用SDK/CLI/model、permission mode、allowed/denied tools、subagent depth/turn/concurrency、session store、artifact store、lock、retry/timeout、retention、RTO/RPO、approval owner、log/redaction、acceptance ownerはOrganization OverlayのUNKNOWNとする。
